The mission of the Affordable Housing Program is to provide safe and habitable housing to low and very low income families within the City of Eau Claire.
The ECAHMAA operates fifteen affordable housing units. All units were acquired through grants from the Eau Claire Housing Authority, donations and/or non-profit lenders. Families under the Affordable Housing Program may also receive other services such as home ownership preparedness, employment assistance, and/or access to the Rice Pantry.
To be eligible, families must meet one of the criteria below, pass a credit and criminal background check, and be income eligible (see income chart here).

Combined household income must be at or below 60% of Eau Claire County median household income limit. To apply for housing, an application must be submitted with all adult household members' credit report, copies of driver's licenses, and verification of income. Through this program, the Housing Liaison also works with City of Eau Claire Housing Authority, management companies, private landlords, and the Hmong community to provide culturally specific services to landlords and tenants. The Housing Liaison also assists Hmong families through their home buying process by connecting them with first-time home-buyer assistance programs through the City and County Housing Authorities and local banks and work with families to apply for various homeowner related programs such as the Home Rehabilitation Program, which provides loans for home improvement. Home-buyer counseling is also available.
